IGN Hands-On 1:

The player roster will start at 12 drivers. Right from the start the line-up of racers includes: Baby Mario, Baby Peach, Toad, Koopa, Mario, Luigi, Yoshi, Princess Peach, Wario, Waluigi, Donkey Kong, and Bowser.

Famitsu Screens:

On the screens, it shows all the 12 starting characters, and they leave out Baby Luigi..

I don't like the fact that they put Baby Peach in the starting roster, and make a favourite be an unlockable... it sucks so much!!
