I think Falco has a better a-a-a combo and has a more annoying blaster.
But Fox has a scarily powerful u-smash, and his d-air + d-smash combo could deal up to 36% in 1.5 secs! Also his reflector can protect him from all sides.

I'd say Fox by a hair.
