Where can I find a program...
I'm interesting in making a series of userbars. However, I don't know which program would be best. I need it to be free and hopefully easy to use. Thanks in advance for any help!

GIMP is free and I use it to make userbars.
 GIMP - The GNU Image Manipulation Program I'll find you a tutorial, because GIMP isn't exactly easy to use to someone who's never used it before.
